Founder, Capital Planning Institute

Chuck Barley founded Capital Planning Institute, a full service wealth management company, in 1969. Chuck has been assisting clients with their financial planning,retirement planning, estate planning and employee benefits for over 45 years. In the Winter of 2013, Capital Planning Institute merged with Saline Wealth Management Group, creating a team of advisors with over 100 years of combined financial experience.
 
Chuck is a long-term financial planner in New Jersey.  He attended the Wharton School of Business at the University of Pennsylvania and received his professional designations from the American College in Bryn Mawr, PA.  Chuck is a Chartered Life Underwriter® (CLU®) and a Chartered Financial Consultant® (ChFC®).
 
 
Over the past twenty years, Chuck has educated hundreds of individuals with his four-part workshop, “Financial Strategies for a Successful Retirement”held in the local community colleges and adult schools.  This workshop has been approved by New Jersey to provide Continuing Education credit to CPAs.  Chuck has also helped hundreds of women at his seminar, “Women Investing on Their Own.”

Chuck is the Director of the Senior Resource Alliance of Burlington County, which he established in 2005.  The Senior Resource Alliance of Burlington County provides ethical, competent and professional service to seniors. Chuck is a leader in the community.  He is a past-president of the PRC Rotary, the Financial Planning Association of the Philadelphia Tri-State Area and the Fellowship Golf Association.  Chuck has served on the board of directors of the Boy Scouts of America, YMCA and PRC Rotary, and is an active member of his parish, St. Charles Borromeo.
